It Has been suggested people convicted of certain offences, such as theft, will be made to sign a form saying they will not do it again.
May I make a suggestion. Instead of acting after the act as happens, why not get every 16-year-old in the country to sign a form before they leave school saying they know right from wrong, they know the law and if they break it they will serve three months for their first offence, with no reduction under any circumstances?See the full content of this document
