In Order for justice to be served, I believe criminals should be punished and then encouraged to compensate their victims as part of a rehabilitation programme.
However, the crime of murder (deliberate killing as opposed to crimes of passion) is different; it is impossible to compensate the victim for their crimes and unsafe to rehabilitate the criminal.See the full content of this document
